Phase 1: Processing of the theoretical and empirical research to date, identifying and characterizing of all relevant actors and their (inter-)dependencies, analysis of consumer periphery: actors and structures.

Phase 2: Conducting interviews with meso-actors and surveys with consumers with the objective of studying the knowledge base, decision making processes, consumption and investment behavior as well as technical and economic options of consumers.

Phase 3: Analysis of interviews and surveys, identifying and characterizing of factors influencing decision making processes, integration and evaluation of results via quantitative and qualitative models, development of sketches of guidelines for action, compiling guidelines for action, deriving consultation instruments.

Phase 4: Testing phase for consultation instruments, conducting and evaluation of an expert- groupdelphi, modifying and refining of recommendations for action, carrying out a final workshop.
